After learning about a Speech Jammer--or a device that stops people talking--I've become interested in creating one. What off-the-shelf parts are available for such a project and would it be feasible to do?

Look up a "bucket brigade delay chip":

The tricky part will be finding one that's currently manufactured. I
remember playing with some of these in the 1970s, but I haven't done
much with then since then.
